While Mechanics are arguably the most important part of game design, a designer should never discount the importance of Theme - especially if that designer is trying to get published.
Theme creates the atmosphere of the game, and helps players to understand and internalize rules by connecting them with recognizable ideas. Some designers like to work "theme-first," while others start with game mechanisms. But either way, before the game can be considered finished, the designer must consider the theme.
