I believe the tool of choice for today's online gaming is moving towards Flash. Flash offers a robust programming environment and many tools for GUI creation.
I've created a online gaming environment solely with the use of this tool.

Not a bad site. 2 things though.
First, you gotta allow guests. I was VERY tempted to leave without bothering to register...
Second, you should make it so that it fills different resolutions. Play on a 640x480 (if that) on my 1280x1024 screen is pretty annoying.
Oh, and I'd notice people "logging in", but they wouldn't show up in the rooms to play against.
