As far as I know there are no colleges for Game Design. There are some colleges that offer a few classes but none that offer any sort of degrees in game design. Are you sure you aren't talking about computer/video games? If so we don't really deal with that, we deal with BOARD games.

Not for Board Games you can't. Listen pal, Here we discuss BOARD GAMES like monopoly, trivial pursuit, scrabble, etc. We don't discuss video games.

There is only one way to become a board/card game designer and that is to start design games. There are very few game designers that can live on there work. There are some classes you can take to get a platform:
- Mathematics (especially statistics).
- Graphic design
- Economics (If you want to get your game published, you will probably have to start your own company).
- Language (Learn how to express yourself and write so other understand what you mean).
Other good things to learn are History, religion, literature, art, geographic, culture (and so on... nearly all subjects can be used as input and background to new games).

...but the best way to learn how to make board/card games is to play/read the games and then starts design.
