Actually, that was my question. Am I to ship a finished prototype with all the pieces to the judges so they can judge? Or am I to e-mail the rules (and whatever cards or other printed media there might be)?

I suppose one could draw the game board on a piece of paper, and determine randomly what resources go where in any number of ways.

The different pieces can be represented by anything, pennies, nickles and dimes for example, though of course carved wooden pieces would be ideal.
