I have started making a wargame where its set in one country and the objective is to get 20 points to win. To get points you must capture terrotories and each terrtorie has a different value. I have also decieded to use Leaders like generals and have them each boost up a different part of your soldiers, but I was going to make it where you have to buy them with points from terrtories. If you buy a 4 point Leader with a 4 point terrotorie the terrotorie can not be used by you to win the game. I have also decieded to use Morale where to keep your soldiers morale up you roll a 20 sided dice if you get a 1 a soldier dies if you get 20 your safe next turn. You roll every turn.

does anyone have any helpful ideas

I really can't give you technical advise like the others,

but I can say:

what is the unique game experience that you want your
players to feel?

buying leaders and stuff to build up troops, and then
fight a civil war...

What setting is this? Feudal Japan? and buying leaders
when you already have troops but no leader?
That seems odd or unique :)

Well.. there's not too much description here to go on but I'll give my thoughts on the basic mechanism.

I'm not a war-gamer so I don't know if this is an original idea or one that is present in alot of games already, but I really like the idea of all the territories having different point values, and having to make a decision between using the points in order to acquire more resources to invade other territories, or using them towards the victory condition. This creates a whole spectrum of strategies, between the two extremes of being a small power racing to get the required points or being a larger power that needs more territories to win because it has used up some of its territories for the sake of power. I would imagine that the player who needs to sacrifice points for the sake of power would be one who is otherwise behind in the race to get to victory, and therefore needs to inflict damage on the other player who is ahead in the expansion race. This all sounds like an interesting and robust mechanic, that combined with another would make an excellent, deep, game.

So each charcter gets a morale value and it refills every turn but it limits his attacking like if a soldier has 2 morale he can only participate in two battles This is how I believe Morale should work

heres a new question how should combat work I have to have a different combatant system than risk, heroscape, ect. What could possibly be a different way of fighting

I am thinking either the attacker has to roll withinthe defenders defense for example an attacker attacks a soldier with three defense and rolls a two the defender dies. Or I could use a coin with one side shield and one side sword and if the attacker get a sword and the defender gets a sheild the defender is safe

Your basic description of the game sounds like the new Risk (Risk 2210 or something).

I like the coin system. There could have different kind of coin (attack and defense) that you use when fighting. So you have to manage your attack and defense option by buying the coins.

Say 4 soldiers attack your 3 soldier.

The opponent have to use at most 4 attack coins while you can use up to 3 defense coins. Coins could have different values on each side. A powerful coin could be 0 on one side and 5 on the other, while more balanced coins will have 1 and 3. That way you can manage probability.

does anyone think its a good Idea to use the Gengas Khan II for SNES body system so by whatever you roll before your turn is how many tasks you can preform for instance if you roll a three your turn could go like this 1: Buy a Leader 2: Attack a terrotory 3: A Non Combat movement maybe use a 20 sided dice

Yeah, or get coins in some other way. Coins will represent your strategic or military worth...
