Any suggestions?

In the current adventure game we are developing, it has many different enemies that you will encounter/fight. The game has a modular board, each piece being a different terrain type. ie. Forest, mountains, valleys, etc...>

I'm trying to decide between 3 choices:

1. Have unique enemies/creatures to each location, some being stronger than others as well as worth more experience. (ie. if you traveling through the forest, fighting low level creatures, then move onto the mountains, and the enemies are much too hard, turn around and go the other direction.

2. Having one deck of enemy cards, having the creatures levels being random, much like Talisman.

3. Having 3 different level enemy decks, low, med, high. Certain locations have a level indicator or color code, so when an enemy is encountered, draw from that pile.

The reason I ask is because i have locations such as a graveyard, and I thought it would be cool to have only enemies that would likely be in the graveyard, such as skeletons and ghosts.

But, like always, Im not the only one that is going to play the game, so Im open to opinions and suggestions! Thanks

3 makes no sense

If you are relating a creature type to the terrain, sorting creatures by level makes no sense. You may get a shark attack in the mountains just because its a mid-level creature and the mountains ask for a mid-level deck draw.

I would try color-coded creatures to keep the number of deck creatures reasonable. Try green for forest, plains, valley. Blue for islands, sea, lake. Black for graveyard, cursed lands, underground. The creatures level will be random, but you could adjust the proportions of each deck to get more low level creatures in Green, for example, and more higher level creatures in Black.

that's an awesome idea! I think I will do some modding to my prototype and playtest it! I will keep you updated. Thanks

Working on something similar...

I am working on something similar but keeping the monster draw random - just giving them bonuses/penalties for the terrain type.
The monsters will have preferred terrain, like a graveyard for ghouls and skeletons, but that doesnt mean its the only place they will turn up - just they are more powerful if they are drawn whilst on that type of terrain.
To use the above example of a shark in the mountains, sure it might happen, but its going to be at a serious disadvantage! Drawing a shark while swiming across a river, however...
