Android/IOS app for custom game timer

Hello all,
I am interested in developing a custom timer for a party game that I have in late development, very near Kickstarting. However, I would like to have an application developed/programmed for Android devices and the iPad/Phone to manage the timer functions. Obviously, I lack this skill set, so I am searching for resources for having this developed for me.

Basically, the timer would be a 2-stage countdown from a preset starting point, (60secs), with a voice announcing intervals ("Go", 30, 20, 10 seconds", "5, 4, 3, 2, 1", buzzer at 0). At the 0 endpoint of the 60 sec countdown, the timer would automatically and immediately, restart with a 20 sec countdown with a voice announcing intervals ("Go" (immediately after the previous buzzer stops), 10 seconds", "5, 4, 3, 2, 1", buzzer at 0). Ideally, this would be cheap to have manufactured in a small physical electronic timer to include in the game, but this would be very expensive to have developed in hard form. I have included two sand timers for the teams to manage, but play-testing has shown overwhelming preference for an audible/digital timer. It allows for more consistent timing and the voice really ratchets up the tension, resulting in a lot of jumping, shouting and excitement as the "3, 2, 1 eeeehhhh" is announced. Currently I am using an Android app (ultrachron (free) https://market.android.com/details?id=spinninghead.talkingstopwatchlite&...), and announcing the second stage (20sec) countdown myself as the timer over-runs the original zero endpoint.
