If you can be very clear about what you need the electronic component to do, you could try starting a discussion about it over at the forums for Make Magazine: http://forums.makezine.com/categories.php
The folks over there strongly support the DIY movement and are very creative. Helping out with a board game could be the kind of they they'd really get behind.
Without knowing anything about the game you're proposing, it's impossible to know how difficult it would be. I am currently a software developer, but I started out as an electrical engineer (designing circuits and boards for various projects). Programming and building a "Simon" handheld game is not terribly difficult, but only because the game is pretty simple.
There are many small businesses out there that do this type of design work. The expense comes when you want them to create prototypes for the boards & enclosures. The initial R&D is going to be expensive depending on the complexity of the game (these companies want to become the manufacturer for you, but will charge accordingly for the initial research under the assumption that your idea will either fail, or will be taken elsewhere for assembly).
Again though, if your game is simple you could probably get away with very basic components and you might be able to do it yourself. I just don't have enough info about your game to recommend anything.
