I have called and emailed serveral manufacturers and have not received any replies or callbacks, with only one exception but they said their production lines are too busy currently. How do you get in contact with manufacturers?

attend trade shows

You can get into toyfair (in February) as an inventor. Look up who is going to be at the show regarding that, and arrange a face to face.

Another way to find places is aliexpress.com, search for what you are looking for and pay attention to the company names.

Same with distributors

I had the same problem with *distributors*. In my area, a few local distributors have a stranglehold of distribution of games to local game stores. At first one of the sales people welcomed me, showed me their warehouse... I thought it was going to be very promising! The next time I called, nobody returned my calls. I call a couple of times without any success.

I left some samples during my first visit, perhaps the owner who was away on holidays was not impressed... Bottom line, I have learned how to build a better mouse trap...

Really?

Interesting. How did you shoo them away? Ask for a print run of 50 copies? ;-)
Send me an email and I will take a look at the current specs. Maybe I can spot why they all chose not to reply. It is unusual, we all want more business. Write to frank.jaeger (at) ludofact (dot) com.
Cheers
Frank.
