Omake: Panic!

A silly little game i've been making, based around OTT anime cliches.

I've been thinking that the game as it stands is too complex rules wise. It might benefit from some scaling back: merging Abilities into Quirks for example.
Also, as much as i love the idea, having a split psychology system might be a bit too much to keep track of? One track with a number of random outcomes, each with their own benefits and drawbacks maybe?
Rolled movement is also apparently a much disliked mechanic, though i intentionally did it that way so it could be upgraded: Declaring a Move Action with one Character ends up being an "Inspired Charge" by several Characters when the Radius and Dice Allotment is increased...

I think i still have a lot of work to do.

I sat down with a print-out

I sat down with a print-out (I find i have better focus with a physical document in hand) and looked over it.
I've thought of some changes to make to the layout to help make it easier to read:

BASIC CONCEPTS:
-Capitalized Words (use less keywords overall by compressing some general rules)
-Data Cards (seems fine)
-Dice Mechanics (Dice and Modifiers in one section)
-Game Tiles (all the rules for line of sight (including Targeting), obstructions and navigation here. They all follow the same concept, so one rule for all three should help?)

HOW TO PLAY:
-Setting up the Game and Turn flow seem fine. Maybe add a section here about Activations to compile all of those rules in one spot?

ACTIONS:
-Components of an Action: (New section) A brief overview of Type, Range, Area of Effect, and Effects.

BASIC ACTIONS:
-Move, Attack and Defend

ADVANCED ACTIONS:
-Assisting, Reacting, and Manipulating (thinking of dropping Desperation Actions...)

PSYCHOLOGY:
-Seems fine.
