I would like to start a game website. I want run an uno game card website. with features such system point, multiplayers..etc.
I really tried to find a Game Web Design

You'll have to be granted a license by Mattel before doing so or you can expect to hear from their lawyers.

This site is more about making up new games. You might try doing a search for web game developer or try building a site using an existing game engine if you have some programming skills of your own.

Play UNO online?

I understand now (I think) that you want to start a website to play Uno.

I guess many companies could help you with that. I have no experience.
And you have to think about license an such (see the post above).
