I see that it is hard to make myself understood with "only" 800 words to do so.
Here I will try to explain the gameplay mechanics in a different way to maybe make the rules clearer.
The players start with 1 free road, 1 free lawyer and 1 free transporter.
The remaining 19 roads (in your own colour), 2 lawyers and 2 transporters will cost you coins.
There are also 20 neutral roads to build when your own supply is empty.
As your units only move by roads and the gems are far out there you have to expand, so you have to gather income.
Income are gathered by lawyers.
Lawyers can move 1 location each turn
Lawyers gather income each turn they stay on an Income-location.
The amount coins earned are specified by a number on the Income-location. The lawyer recieve the income each turn as long as it is not moved from that location.
Some locations have a coin on them from the start of the game, those coins are collected by building a road up to that location.
Gems is one of 2 things that give you points at the end of the game.
Gems are gathered by transporters. They pick up the gems at Pickup-locations (by staying there for 1 turn) and transport them back to their Home-location and drop them off there (by staying there for 1 turn).
This is the only role for a transporter, picking up, transporting and delivering gems.
The transporters can move 2 locations on a turn, thus allowing them to pass a lawyer or another transporter.
Cards is the second of the 2 things that give you points at the end of the game.
Cards are gathered by lawyers (so the lawyers have 2 roles in the game).
Lawyers gather cards the moment they arrive on a Draw card-location.
Only the first lawyer to reach a Draw card-location gets to draw a new card (to keep track of this each of those locations has a token on it. The token is discarded after the first lawyer has got a new card on that location).
Your lawyer(s) have to move around to get the 5 cards you need.
Draw card-locations (with or without tokens) may be used by lawyers to swap cards (when the player has 5 cards).
Like gathering income the lawyer must stay on the location for 1 turn to swap a card.
Swapping cards: The player discards 1 of his 5 cards and draws a new one. The reason to do this is to swap cards you think you do not need with cards you hope are better.
