With Endeavor coming out early next year, there might be more interest in Final Decrees. I'm keen for it to be a bit better if it is going to have more scrutiny.

Plan one: read and rewrite rules.

Plan two: Revisit the cards and look at balance issues.

Plan three: A more thorough redesign.
