I'm not sure what you mean by "fantasy." Avoiding swords&sorcery is easy, avoiding anything fantastic or imaginative is harder. Here are some ideas:
Space travel
Pirates
Time travel
That's a tough age bracket, I would think a game of luck would bridge the gap minimizing skills the older kids have, taking the cave theme offered, include rope bridges, pits, secret cave short cuts, and maybe just survive getting to the surface.
You probably should say at least something about the mechanic so you'd get a little bit better suggestions.
Anyways, some ideas:
Car/Boat/Plane Racing
Weather (Maybe a card game about playing different weather cards?)
Space Rockets/Astronauts/Asteroids/Planets/Comets
Pirates/Ninjas
Construction Yard (Something like moving pieces with a bulldozer, yay!)
Parachuting (Theres already "Whoosh!", but still its a theme)
I agree. You cant possibly have one game for three year olds and young teens.
3 yr olds: Teletubbies, Barney
13 year olds: Twilight saga.

I wonder, how a game that 3 year old kids can play can also be interresting for 13 year old.
As theme I´d suggest:
- railroad
- cookin
- plant and harvest
- collecting flowers
