Background:
---------------

The idea of building a city isn't new. This game is more about dealing with the fits and starts of building out a city in fits and starts. This game attempts to model at a very simple level building out a town, zone by zone, adding civic buildings and institutions as you go. If you can connect with a piece of tile based on what is in your hand, you can add what you'd like.

Build your city and add the most buildings, blocks and zones for the most points at the end. Beware, because civic projects are started by the populace and may not fit your plans for your sprawling suburbia. You are in competition with your opponent who may be able to place zones and buildings if you are not able to do so.

Zone types:
Cubes for special zones:

* Blue - Commercial
* Yellow - Industrial
* Green - Residential
* White - Special - may be used for playing any zone.
* Black - Highway.
* Red - Blighted area - may only be played on existing area.

Cards

* Cube Card:
o May have 1-3 cubes.
o May be a 1 cube that is special.

* Buildings:
o Cost amount above.
o May only be played on white (or black) cubes.
o May have other requirements such as (all at time are played):
+ Road connections, on a road.
+ next to another zone.
+ Must have a building of a certain type already in the city.

* Distribution:
o 84 Cube Cards.
+ 24 for each zone, 12 special cubes
+ 12 one cube, 8 two cubes and 4 three cubes for regular.
+ 12 special cubes.
o 30 Building Cards.
+ 7 of three desirables.
+ 9 of undesirables.

Game play

* Play zones:
o First play is "free play" from middle of board (downtown).
o Roll dice (2 of one color, 2 of another) to see where grid must be started from.
+ If empty AND can be reached with cards in hand:
# Player builds out using blocks/cards.
* Must be three cards only, same color with or without a wildcard.
* Any combination of cubes over three must have at least one 2x2 square.
* Player cash receives boost based on number of blocks played:
o 3 = $1
o 4 = $2
o 5 = $4
o 6 = $7
o 7 = $10
o 8 = $15
o 9 = $21
* May play as highway:
o Must play three cards only, one of each color.
o Pay $1/block.
o Place black cube on board for each block.
o Must hook up with existing network.
o May not pave over existing sections.
o May place as many road pieces in a continuous line, no branching, for cubes played.
# Other player may out-bid you to use that square for building or zone.
+ If empty AND cannot be reached with cards in hand:
# Other player may place a building card in this spot.
# Other player may place a zone.
# Other player may pass.
+ If not empty and no building takes place:
# Red "blight" token is placed on the board.
* Can be used later by opponent to place building.

* Place Building:
o Player may place one building card on existing special (white) cube.
+ Must have required amount of $ which is then deducted.
+ Must fill other special arrangements on card (i.e. - connected via road/border other cubes.).
+ May be played on blighted part of town.
o Player immediately scores VP points for building.
o After play, draw one card for replacement from deck.
* Draw Cards:
o Play and discard up to three cards from hand.
o Last discard is playable.
o No further play possible.
* Play from Discard
o Top discard may be picked up by either player.
o Card from hand must be placed in to the pile.
o No further play possible.

End of Game

* Play continues until all cards are drawn.
* Score is added up as follows:
o Player with most of one category of buildings gets bonus.
o Treasury / 10, rounded down.
o Adjacent special buildings cubes +5/cube.
o Black cubes -1/cube.
