Not by my understanding, no. However, customizable card games can be different in that deck building aspect is present, but not necessarily the trading aspect. I.E. Everyone has equal access to the same card sets (i.e. when you buy a set in contains the same cards for everyone, no randomness or rarity) but everyone can build their decks differently to start the game. Reiner Knizia used the customizable card game format in Blue Moon and Scarab Lords.

Thanks for your help. :-) One thing I don't know, though, is whether to call my game a TCG or a CCG. People won't have access to all of the cards at one time like a Customizable Card Game. It will be like Yu-Gi-Oh!, Pokémon, MtG, etc. where you have to get the cards seperately to build your deck. The reason I need to know is because I need to know that to put on my website and what to tell people.
Here's my totally uninformed opinion: if you have a license, call it a TCG, otherwise, call it a CCG. To me, "trading card" implies I want to collect and trade sets of "known things" (Pokemon, pro ball players, etc) with my buddies. This means I have to know what the sets are, which suggests the game is based on a well-known IP.
