While final judgement is reserved for the judges, I am inclined to say that there is nothing in the limitations that say the two limitations can't be linked in some way; so I would say based on your basic description, I would allow it.

The way I see it, they could be combined...
Light/dark is about playing this game (which is (amongst other things)about wheather) in a dark or lighted environment.
Just how I interpreted the rules...

I'm still trying to figure out what to do, both in theme, mechanics and the technical side of a dark-game, but I don't want to go for one idea and then dicover that it doesn't comply with the rules.
My interpretation was that darkness being a consequence of the weather was ok, bur just wanted to be sure.

The way I understand it, the dark/light-requirement is more a mechanic-requirement, while the weather-requirement is a more theme-requirement.

For clarification:
The dark limitation is merely a play mechanic; it inherently asks for no "themeing," and is not required to be. However, ther is also no reason that it can't be themed either.
The weather limitation is also a play mechanic which is additionally "themed" as such, and carry whatever amount of logical weight that the theme requires, which will most likely be one of the weights that the judges most likely will balance when voting.

I don't know about the others, but I always wait 'till the last minute, not just to submit my GDS entry but usually my votes too. This only shows how professional I am about game design, as I never finish my job assignments before the deadline. ;-)
