Balancing hero cards

Hello BGDF users,

I have been thinking about adding heroes - Genghis Khan, Joan of Arc, etc. to a board game based on Age of Empires.

If you are familiar with Age of Empires II then you will know that heroes like William Wallace (the tutorial hero) are rather OP compared to other heroes. I plan to base the board game stats on the video game stats so the same heroes should be just as OP.

To balance this problem, I thought that passive/active abilities would help. What is your take on this? Note that by passive I mean always active. Note that by active I mean use once and then wait for a cooldown period before using it again.

For example:
- (Active ability): Roll a die for critical damage
- (Active ability): Attack first instead of simultaneously
- (Passive ability): Gain 1 gold for each battle won with your hero
- (Passive ability): Attach your hero to a unit and boost the statistics of this unit.

What passive/active abilities are common in card based games and what would you recommend?

Take a look at "Into the

Take a look at "Into the Breach".
This game is rather new. But has a lot of pasive and active abilities.
X-com is similar. But scales up by a factor of 10 in complexity. But still has the same idea's.
