From a quick read i feel like i understand it well enough.
I would like to see a components list with images of the components at the beginning. Otherwise i think its fine.

It is legible and the rules seem to flow pretty nicely. In terms of layout though, I'd hope that you add an Index, Table of Content (for quickly finding rules since question will come up during a game.)
but that's more of aesthetics and not actual game play. :)

The rules look great. Actually the game looks really fun. I would love to get it to a table! Are you demoing it at any conventions by chance?

Thanks folks. A components list is forthcoming. There is space for it in the rules, but I've left it blank until I am certain of the components. A ToC/index is a brilliant idea and will be added.
I would love to take the game to conventions, but I don't have the time to get to the big ones. I'll be going to some smaller conventions, but just can't make it to Origins or GenCon. Mmmaybe WBC, but even that is doubtful.
Also, while I'm confident enough of the game to demo it, it has not been blind playtested at all, only played by folks while I was there. Showing the rules here was a precursor to asking for playtesters, which I'm not yet ready to do. I'll post here the instant I'm ready to send the game out for playtesting.
