My goal for the next few months is to publish my game Monumental Resolution on GameCrafter as a BETA model. Essentially the game will not have the art but instead some place holder art until I find an artist. My question here is: Can I take pictures from online that may or may not be copyrighted but instead us a silhouette of the picture as placeholder art, just so there isn't a blank space?

You can base your placeholders on free art instead. Look for public domain or creative commons (the types that allow commercial use) photos/drawings and use those instead, and you will be much safer. You can look at openclipart.org or opengameart.org or use the license-search-thing on flickr.com or look for content on wikimedia contents and many other sites. I would much rather do that than risk getting into trouble over some placeholder artwork.
