I'd go with Rio Grande and Steve Jackson Games as some of the majors that take submissions . Could also try Bucephalus and Mayfair, but I don't know if they take submissions. In the UK, you may try Reiver Games.

Who did you e-mail and did you check to see if they had a submission policy first?
Mayfair is no longer taking open submissions.

I've been pretty liberal with sharing my research on that page, as have other BGDF-ers. However, check each publisher out yourself before submitting your ideas to them, as their acceptance criteria may have changed.

Make a point to look over what kinds of games a company publishes so you don't waste your time. You can get a good idea what they want by what they already sell.
