Medieval XCOM: How to justify missions when communication is lacking

I had a video/board game idea and while I was gathering ideas, I thought that it had a lot of similarities with Xcom but in a medieval setting.

Now the thematic problem is that in both Xcom game, we assume that communication is easily available. So that for example, you could send a team when certain events occurs.

But in a medieval setting where communication is very limited, how could you know the missions that are available since you have little awareness of what is going on the territory you are defending.

I had a few ideas so far including:

Scouts
Spyglass
Clairvoyance
