The challenge indicates that "each player must have exactly 4 workers to place" - just to clarify, this is meant to mean that each player has access to 4 workers... it is acceptable that there be some overlap between who has access to which workers. Maybe there are exactly 4 workers total, and each player has access to all 4... Maybe there are 16 common workers and in a given round or turn each player has access to exactly 4 of them, but it could be a different 4 each time (sorta like Role selection from Puerto Rico). Maybe each player has their own 4 private workers (like Caylus).
Let's see how creative you can be with this restriction!
