In the interest of full disclosure, I'm a developer at Victory Point Games, so my experience wouldn't reflect the normal submission process. It does reflect the normal development process and that is top notch :0)
I like to think our submission process for outside designers is one of the easiest in the industry. At least in terms of approachability. We certainly receive a lot of submissions. And we have a lot of repeat designers.
The details are on the website but, submissions generally start with an email to the Board Game Producer, Josh Neiman (neimanj@victorypointgames.com) If he has interest in the idea he will want to see a playable prototype so we can try the game.
If you are in the area, our office is open Monday through Saturdays from about 10 am to 6 pm. On Saturdays we have open playtesting. This includes looking at designer games if they are are so inclined.
