My name is Israel and I have been living in Montreal for the past 12 years. I can speak English fairly well and French not so much, but I am never shy to practice. My mother tongue is Spanish.
I hope I can contribute at least a bit to this awesome site.
If there are any game design meetings going on in Montreal, I would love to join.

I'm a bit dialed out to what the Montreal Community is doing in terms of Board Game Events. Your best bet is to Google "Meetup Montreal Board Games" and see what is available. I can't recommend any of the options since I rarely visit such events but there does seem to be some options. Just be aware that some of the events are in the GTA area (Toronto) and some are in the USA (like Plattsburg)... So watch the results you get.
As far as Designing Games... BGDF.com is the best source for this... As there are very few venues for Designers in Montreal. There were some groups years ago but mostly a French crowd. I once attended one of those venues and found out the hard way that NOBODY showed except me!
So I stick to online discourse for Designing with this engaging community of designers from all around the World!

I THINK(?) most of those Meetup groups are focused around PLAYING "Board Games"! And re-reading your OP, I realized that you were looking for LOCAL "Designer Meetings"... As I said in my previous comment, there isn't much in terms of the Design Scene in Montreal.
If you want to discuss "Game Design" ... That's what BGDF.com is all about.
Feel free to use this Forum as a way to share, get feedback, prototype, playtest and the likes of anything to do with "Designing" Board Games.
Like I said, I believe that MOST Meetups are about PLAYING and not DESIGNING.
