You're much more likely to be able to buy it at a printing supply store, aka a paper store. Stores that sell to the trade usually also sell to the public, though at slightly higher prices. In California and Arizona, Kelly Paper -- http://www.kellypaper.com -- is a good example. Your local yellow pages should have listings... try Printing Supplies.

any i asked if they had backing paper and they said yes...but they called it cover stock/flocking...is that the same stuff?

Cover stock is most definitely not the same thing: it's stiff but quite thin (in comparison to chipboard). I'm not familiar with "flocking" in the context of paper.
The thing called chipboard is called... chipboard. If you can't get that, you could use the more-expensive mat board. But not cover stock, it's not the same thing. If they can't get the word "chipboard" in their heads, you could say "that gray-brown stiff board that's on the back of notepads."

i was saying cover stock/flocking in regards to asking for backing paper. that is what they told me is the same...backing paper and cover stock/flocking

I ordered one of each kind of chipboard (2 sizes, 2 thickness, so 4 total) from DickBlick the other day and am waiting on it to arrive - shipping was 6.45 for me and the total was 12.45 so I figure thats reasonable to see if its what I'm wanting - I think Blick might be a good resource for a lot of this kind of thing.
Indeed. I got their catalog the other day (on your recommendation), and it's quite impressive.

A lot of picture framing shops use chipboard as backing in framing. Depending on your needs you might be able to get them to give you scraps for free. You might be able to get foamcore board and mat board as well from the same place.

The nice thing about going through a paper supplier is that they may be willing to cut the board to a custom size.
Alternatively, they sell a wide variety of chipboard sheets in local art supply stores around here, I imagine the same would be true of art supply stores in your area.
In addition, the listing for art supply stores will undoubtedly come up with more than one that sell board.
Online, Dick Blick comes to mind as a large supplier of art material that sells board stock (including illustration board).
