revolution style game

i just had the idea to create a revolution style game that involves things like propaganda, trading, money, and battle. I just can't get my mind wrapped around how to get started. any help?

it could be

two-player, with one player being the revolutionaries and the other the government.

Or multi-player, with each player representing a different faction (and the government possibly having another player). This could be a way of satirising left-wing factions' supposed emphasis on criticising each other.

You could have three players: the managerial class, the working class, and the ruling class. The managerial class wins if either it can take control of the revolution, or if the ruling class 'wins' but only with its support.

You could have a RISK-like game, but with an 'extra' player representing revolutionaries. Being defeated in battle could increase troops' susceptibility to revolution.

one historical scenario that might be interesting

is the IWW vs the United States government.

The United States would have various means of repression available to it, but the more effective ones in the short term would be more likely to increase the IWW's support in the long term, due to 'outrage'.

They might even sponsor it.

one thing i think I would like is different classes that all start supporting the current government ,but the revolutionaries could win them over.

the board game 'Class Struggle'

is generally held to be not very good, but it does have an idea you might want to use. There are 'intermediate classes' - from memory farmers, students and someone else - who can support either side.

Maybe sides could grant 'concessions' in order to win over particular intermediate classes, but doing so lowers their 'freedom of action' ie they have less Movement Points or the equivalent.

There's a variant of Diplomacy where both sides have a certain amount of money (based on territory they control), which they use to secretly bid for the non-player powers in the game. The one who bids the most gets control of that power for the turn. You could use something like that as well.
