I'm wondering if anybody knows of any board games or resources out there that have modern military plastic miniatures. I'm talking miniatures like modern American soldiers, SWAT, insurgents, various special forces, or survivalists from zombie games. Pretty much any miniatures from nowadays. With modern weaponry and equipment.
I would potentially use these for prototyping and then might approach the company the miniatures originated from and negotiate a partnership.

You can usually find them in toys r us. What scale do you need them in? You might want to break open a game of RISK and use those tanks. Twilight Creations sells a Bag O' Zombies.
Companies like Plastic Soldier Company and Zvezda make 15mm tanks.
I personally use LEGO for my prototyping.
It's still my pipe dream to work with them on a wargame.
Cool Mini or Not is a good resource for miniatures.
Most local hobby stores should have them.
Not the board game stores, but the hobby stores that sell model trains, planes, boats, etc usually carry plastic military figurines also. Just look for one in your local area.
Alternatively if you search online for "25mm plastic miniatures" you'll get a million and one hits, many of which will ship international.

Well, I'm not necessarily looking for tanks. I'm mostly looking for modern infantry. I was thinking something like the miniatures from Warlords of Europe only in a modern military setting. Cheap, around 15-25mm, not-too detailed, but better than plain old wood tokens or chips.
